我国LNG码头实施夜间靠离泊可行性研究

摘 要: 分析目前我国液化天然气(liquefied natural gas,LNG)码头禁止夜间靠离泊的问题,调查国际上关于LNG码头夜间靠离泊的实践和相关规定,总结我国LNG码头开展夜间靠离泊的有利条件并提出参考性建议,对深圳大鹏LNG夜间靠泊风险进行了分析。研究对我国开展LNG码头夜间靠离泊的探索有一定的借鉴意义,对我国海上安全主管机关制定LNG船舶夜间通航安全管理规定也能起到一定的参考作用。

Title: Research on the implementation feasibility of berth and unberth on domestic LNG terminals at night

Abstract: This paper analyzed the problem of prohibiting berth and unberth on domestic liquefied natural gas (LNG) terminals at night, surveyed the international practices and regulations on berth and unberth at night, summarized the domestic favorable conditions for berth and unberth at night and offered reference suggestions. Then, this paper analyzed the risk of berth on Dapeng LNG terminals of Shenzhen at night. This research can promote exploration on domestic LNG terminal berth and unberth at night, and provide some references for authorities on formulating LNG ship navigation at night regulations.
