河北省气象灾害防御决策支撑平台设计与应用

摘 要: 针对河北省气象灾害防御指挥部在决策支撑中缺少智能化、可视化的应急联动平台,河北省气象灾害防御和环境气象中心设计研发了河北省气象灾害防御决策支撑平台。平台基于网络地理信息系统(WEB geographic information system,WEBGIS)和网络通信技术,采用浏览器/服务器(browser/service,B/S)架构实现开放式跨平台部署,由数据支撑子系统、决策研判子系统、协同联动子系统、后台管理系统、底层核心框架、实时数据交换总线六个模块组成。在气象灾害防御大数据库支撑下,可实现气象灾害风险综合监测、风险评估预警、多源数据融合展示、应急决策联动(WEB端与APP端)、应急演练支撑等功能。2017年平台在河北省省市县三级气象部门投入使用,同年在河北省气象灾害防御指挥部成员单位推广应用,2019年开展市县级本地化,为河北省气象灾害防御工作提供了有利的科技支撑。

Title: Design and application of meteorological disaster prevention decision support platform in Hebei province

Abstract: For lack of intelligent and visualizing emergency linkage platform in the decision-making support of the Hebei Meteorological Disaster Prevention Command, the Hebei Meteorological Disaster Prevention and Environment Meteorology Center designed and developed the Hebei meteorological disaster prevention decision support platform. The platform is based on WEB geographic information system (WEBGIS) and network communication technology, and adopts browser/server (B/S) architecture to achieve open cross-platform deployment. It consists of six modules: data support subsystem, decision research and judgment subsystem, collaborative linkage subsystem, background management system, underlying core framework and real-time data exchange bus. With the support of the large database of meteorological disaster prevention, it can achieve comprehensive monitoring of meteorological disaster risk, risk assessment and early warning, multi-source data fusion display, emergency decision-making linkage (WEB and APP), emergency drill support and other functions. In 2017, the platform was put into use in the provincial, municipal and county-level meteorological departments in Hebei province. In the same year, it was popularized and applied in member units of the Hebei Meteorological Disaster Prevention Command. In 2019, the localization of platform at the city and county levels was carried out, which provided favorable scientific and technological support for the prevention of meteorological disasters in Hebei province.
