国际高油价对我国石油供应安全战略的影响——兼谈调高国内成品油价格的必要性

| 摘 要： | 采用文献资料法和比较法，从石油供应安全视角分析国际高油价对我国石油供应安全战略的影响，认为国际石油供应中断和价格暴涨都会影响到我国石油供应安全，并严重影响社会经济的正常运行。国际高油价对我国石油供应安全战略的具体影响是：石油供应的成本提高，导致成本推动型通货膨胀；石油进口外汇增长，影响整个国民经济增长质量；石油供应风险增大，存在受制于人的潜在威胁。综合分析认为：我国有必要调高国内成品油价格。原因在于，适当提高国内成品油价格可以在一定程度上压缩国内石油消费，促使人们提高石油利用效率，并促进低耗能产品的开发；而且，提高国内成品油价格将对其他可替代能源产业的发展起到促进作用，有利于促进和刺激我国新能源的迅速发展。另外，提高国内油价将对国际原油价格的上涨起到抑制作用，也有利于增加国内生产企业的利润，增加产量，增加国内成品油供给，保障国内市场供应。 |

| Abstract： | The paper uses literature research and comparison method to analyze the impact of international high oil prices on China’s petroleum supply security strategy from the view angle of petroleum supply security. The international petroleum supply interruption and price increasing will both influence China’s petroleum supply security and normal operation of society and economic. The impact of international high oil prices on China’s petroleum supply security strategy specifically includes that: the increase of petroleum supply cost leads to cost-push inflation; the increase of petroleum import exchange leads influences the national economy increase quality; the increase of petroleum supply risk leads to potential threat of over a barrel. The comprehensive analysis concludes that it is necessary to increase domestic refined oil price. Appropriate increasing of the domestic refined oil price can compress domestic oil consumption to some extent, encourage people to improve the oil using efficiency, and promote the development of low power consumption products. The increase of domestic oil prices will promote the development of other alternative energy industries, which will help to promote and stimulate the rapid development of new energy. In addition, the increase of domestic oil prices will depress the international crude oil prices increase, help to increase the profits of domestic producers, increase domestic oil supply, and protect the domestic market supply. |
