中国石油安全的多因素及安全战略分析

| 摘 要： | 石油安全对于不同类型的国家具有不同的含义，对中国而言是指石油供应安全。在对石油供应安全进行经济学分析的基础上，全方位探讨了影响中国石油供应安全的国内、国际因素，认为中国石油供应安全受到国内外共19种因素影响。国内因素包括：国内石油资源的供应、利用及储备等；国外因素包括：获得国外石油的可能性、价格及运输等。保证中国石油安全的战略选择包括：适应世界地缘政治环境的新变化，努力营造有利于中国石油安全的地缘战略环境，保证石油地缘安全；调整石油进口贸易方式，用石油期货和随机采购规避价格风险，保证石油价格安全；实现石油运输方式的多元化，保证石油运输安全。 |

| Abstract： | Petroleum security has different meanings for different types of countries, referring to China it is petroleum supply security. On the basis of economic analysis on the security of petroleum supply, this paper discusses all of the factors impacting Chinese petroleum supply security from both domestic and international aspect, which come to nineteen. The factors include domestic ones such as the domestic oil resource supply, utilization and oil reserve and international ones such as probability of obtaining foreign oil, price and transport. The strategic choices to ensure the safety of Chinese petroleum include adapting to the new changes of the world geopolitical environment, striving to create a conducive one to guarantee the security of petroleum geopolitics; adjusting the mode of oil import trade, using oil futures and random stock to evade price risk and guarantee the security of petroleum price; and realizing the diversification of oil transportation to guarantee the security of petroleum transport. |
