“两型社会”政策与“长株潭”经济分布均衡模式变迁

| 摘 要： | “长沙—株洲—湘潭”地区（“长株潭”）在一体化建设过程中申请了“两型社会”试点，旨在研究“两型社会”政策作用于“长株潭”经济分布的内在机制。定性分析结果表明：“两型社会”政策要求势必提高企业成本，而搬迁新址以减少地租支出将是企业短期内最可行的选择。为验证此结论，采用博弈方法对均衡变迁“如何开始”问题进行分析，结果发现：开发商与企业能完成良好互动，即开发商将为企业搬迁开发新城；构建线性R-Q图对均衡变迁“如何实现”问题进行模拟可知：企业迁址浪潮将随着新城地租的升高而自发达到一个新的均衡。 |

| Abstract： | Changsha—Zhuzhou—Xiangtan（Chang-Zhu-Tan） applied to be a pilot area for two-oriented society building in the process of integration. The paper mainly investigates the underlying mechanism of two-oriented society policy influencing Chang-Zhu-Tan economic distribution. Qualitative analysis result indicates that the requirement of two-oriented society policy is bound to rise enterprises’ costs and that it is the most likely choice for enterprises to reduce their ground rent spending in the short run. By taking a game research into the issue of “how the improvement gets moving”, the result is obtained that developers and enterprises are able to have fine interactions, that is, developers will develop new towns for enterprises to settle in. A linear R-Q diagram is constructed to simulate realization process of the equilibrium transformation, and the result shows that, with the rise of new town’s ground rent, enterprises’ removal wave will arrive at a new equilibrium spontaneously. |
