基于AHP的区域安全防灾体系建设对策研究——以中国南方冰雪灾害为例

| 摘 要： | 基于层次分析法（analytic hierarchy process，AHP），将区域安全防灾体系分为3个指标子体系，并进一步分为若干个指标，经过分析，确定了各个指标的权重。分析结果认为：应当尽快完善我国与防灾抗灾相关的法律体系，明确责任机制；完善灾害监控预警制度，提高灾害预警能力；制定灾害保险制度和能源储备计划，企业制定应急预案，加强防灾抗灾能力；加强基层应急管理体系建设，扶持民间救助机构以及提高市场防灾抗灾能力，提高民间自救能力。 |

| Abstract： | Based on analytic hierarchy process (AHP), disaster prevention system of regional security is divided into three sub-index systems, and further divided into a number of indexes. The weight of each index is determined after analysis. The results of the analysis show that: it should be as soon as possible to improve the disaster prevention system of regional security, to establish an early-warning system for monitoring disasters, to improve disaster warning capability, to formulate disaster insurance system and the energy reserves plan, to formulate contingency plans for enterprises for strengthening disaster prevention capabilities, to strengthen emergency management system for grass-roots level, and to assist non-government agencies. |
