我国危险品水路运输应急反应体系的框架设计

摘 要: | 根据我国目前水路危险品运输的实际情况,从应急管理、预防预警、应急反应和事后控制4个角度出发,构建规划的总体框架,并分析了危险品水路运输应急反应体系的组织机构以及各机构的职责,最后着重提出了危险品水路运输应急的处理流程,为建立完善统一的危险品水路运输应急反应体系奠定了基础。 |

Abstract: | In this paper, based on China�s currently actual situation of the waterway transport of dangerous goods, the general framework is built from these points of view: emergency management, early warning, emergency response and subsequent control, and the organizations of the emergency response system of the waterway transport of dangerous goods and their responsibilities are analyzed, finally the emergency treatment flow of the waterway transport of dangerous goods is proposed, which lay the foundation for establishing the perfect and unified emergency response system for China�s water transportation of dangerous goods. |
