基于项目组合生命周期的战略与项目组合管理双环关系研究

| 摘 要： | 针对目前企业越来越多的项目并存现象，本文探讨了当前企业普遍采用的项目组合管理模式，通过对项目进行选择以及资源配置，成功的实现企业战略，是一种自上而下的管理方式。但是，由于企业所处环境多变，战略不可能一成不变，所以还必须建立一种能够对外界环境做出变化的管理机制。因此，本文建立一种基于项目组合生命周期的战略与项目组合管理的关系模型。通过项目管理办公室（PMO），结合项目组合管理的生命周期过程，使得项目组合管理不仅能够自上而下的实现战略目标，还能通过项目总结评估，结合环境的变化，将战略作相应调整，进而对项目予以调整，自下而上的贯彻战略目标，以期能给企业多项目管理一个新思考。 |

| Abstract： | As there are many projects existed in enterprise at the same time, with the source limited, this essay is aimed at resolving this problem by using PPM(Project Portfolio Management), which could easily realize the company strategy. PPM is an innovative way of management. However, the strategy changed so fast under the changing environment. For this reason, a new mechanism has to be built to response those changes. So, the goal of the essay is trying to build a new model which could indicates the relationship between strategy and the Portfolio Management based on the Project Portfolio lifecycle to realize the strategy target of the enterprise under the changing environment together with the project conclusion, do some response to it and expect to get a new idea through the whole process. |
