科技型中小企业自主创新外部环境及支持体系研究

| 摘 要： | 在对科技型中小企业（small and medium-sized enterprises，SMEs）自主创新外部环境构成要素分析的基础上，对其自主创新的财政环境、经济环境、法律环境、科技环境、社会环境等方面进行了现状分析，指出现有外部环境的不足之处，进而对其自主创新的影响进行了系统研究，并结合科技型SMEs及其自主创新的特点，构建了包括财税支持、金融支持、政策法律支持、技术支持以及社会化支持等5个方面组成的科技型SMEs自主创新支持体系。 |

| Abstract： | On the basis of analyzing elements of external environment of small and medium-sized enterprises (SMEs) of science and technology, the paper analyzed present situation of financial environment, economic environment, legal environment, technology environment and social environment of independent innovation, and then proposed the shortages of external environment, finally, combined with the features of SMEs of science and technology and its independent innovation, it constructed independent innovative support system of SMEs of science and technology including fiscal and tax support, financial support, policy and legal support, technical support and social support. |
