阜新市低层灵活就业人员养老保险的低参保率分析

| 摘 要： | 通过对阜新市241名“神牛”的社会保障资料调查并结合当前社会保障实际进行分析，发现目前影响低层灵活就业人员参加社会养老保险的因素集中为该群体低缴费能力、养老保险的门槛过高、养老保险基金制度设计不合理、相关配套的法律缺失和养老保险异地接续难等方面，并针对这些影响因素提出相应的对策和建议。 |

| Abstract： | The analysis on social security investigation data of 241 ‘Shenniu’ of Fuxin combined with the current social security situation finds the factors affecting underclass flexible employees include low income, high endowment insurance, unreasonable design of the endowment insurance foundation, lack of relevant law, difficult different-place acceptance of the endowment insurance and so on. The paper gives corresponding countermeasures and suggestions aiming at these factors. |
