陕西省技术创新政策效果评价

| 摘 要： | 从投入、平台和产出等5个维度出发，选取28个指标，建立创新评价指标体系和评价效果模型。采用模糊集合论方法求得指标的隶属度，并利用组合赋权法确定指标权重。根据2010年陕西省和全国其他29个省市的统计数据，比较分析了陕西省创新政策的实施效果。结果表明：陕西省的创新政策实施效果比较明显，投入力度大，科技产出多，但陕西的创新平台没起到应有的作用，创新对经济的促进作用不显著。 |

| Abstract： | The evaluation index system and evaluation model of innovative effect are established by selecting 28 indicators, from five dimensions, such as input, platform, output and so on. The index membership is obtained by fuzzy set theory, and the weight of each indicator is determined by the use of combination weighting method. Based on the statistics of Shaanxi Province and the other 29 provinces in the year 2010, the effect of the implementation of 20 innovation policy in Shaanxi Province is analyzed. The result shows that the overall effect of the implementation of innovation policy in Shaanxi Province is obvious, the input of innovation is large and the output of science and technology is significant. However, the platform for innovation in Shaanxi doesn’t play an obvious role, also, the innovation doesn’t play a prominent role in promoting economy. |
