全球技术壁垒背景下政府科技管理的国际比较研究

| 摘 要： | 随着科技、经济、贸易全球化进程不断加快，科技与贸易间的联系日益紧密。以产品技术标准和质量要求提高引发的技术性贸易壁垒，深刻影响着世界经济形势和贸易格局，对我国政府科技管理也提出了新的要求。重点选取美国、日本、印度和巴西4个国家，分析比较了发达国家和典型发展中国家科技管理的特点和重点领域，总结归纳国外科技管理的特征与趋势，并以此为借鉴，对全球技术壁垒背景下我国政府科技管理提出思考。 |

| Abstract： | As the globalization of science and technology, economy and international trade are accelerating; the ties between technology and trade become increasingly closer. The technical barriers triggered by the improvements of product technical standards and quality requirements are profoundly affecting the world economy and trade pattern, putting forward higher requirements for Chinese government to implement management of science and technology. This paper puts emphasis on the United States, Japan, India and Brazil, analyzing and comparing the features and key areas of developed and typical developing countries’ science and technology management, and summarizing the characteristics and trends of foreign science and technology management, in order to offer suggestions for our government’s science and technology management under the background of technical barriers. |
