我国农地规模流转中的市场缺陷及政府干预研究

| 摘 要： | 通过对我国农地规模流转市场发育不足与缺陷的分析，探讨合适的政府干预政策以解决农地规模流转的“市场失灵”，提高农地规模流转效率。结果显示：我国农地规模流转市场的缺陷包括市场主体的行政化、垄断化，规模流转的高交易费用，与市场相关的制度环境不完善等。同时，政府并未有效地发挥市场建设、农地流转服务、市场监管、相关制度建设等职能。“市场失灵”是政府干预经济的主要原因，因此，政府应当通过明晰农地产权，培育市场主体，完善市场外部相关制度环境，并加强政府的监督管理等措施，实现农地规模流转的公平与效率。 |

| Abstract： | The paper provides a preference for government intervention to solve the scale of farmland transfer of “market failure” based on analyzing the defects of Chinese farmland large scale transfer market and increases the efficiency of farmland large scale transfer. Results show that the defects of Chinese farmland large scale transfer market include the monopoly and administration of market players, strong market risk and society risk, systems related to the market is not perfect. At the same time, local government is not valid in market construction, farmland circulation service and management, related institutional environment construction. Welfare economists believe that market failure is the main reason of government intervention. Thus, government should define the property rights of rural land, foster the main body of farmland scale transfer market, improve the relevant systems of the market environment, and strengthen supervision function. |
