财政支出结构与经济增长关系的实证分析——以福建省为例

| 摘 要： | 以福建省1995年至2009年的财政支出统计数据为样本，利用有关计量方法实证分析各类财政支出对经济增长的影响。分析表明：人均GDP增长率与基本建设支出、行政管理费用支出、社会保障支出占地方财政支出总额比例呈负相关关系，与科教支出、农业支出占地方财政支出总额比例呈正相关关系。基于上述实证分析结果，分别从基本建设、行政管理费用、农业、科教和社会保障等方面提出了相关政策建议。 |

| Abstract： | This paper takes the fiscal expenditure statistics from 1995 to 2009 of Fujian province as samples, and makes use of related empirical measurement methods to analyze the impact of different types of financial expenditure on economic growth. It shows that per capita GDP growth was negatively correlated with infrastructure expenses, administrative expenses, social security spending accounted for local financial proportion of total expenditure, and was positively correlated with science and education expenditures, agricultural expenditure accounts for the total proportion of local fiscal expenditure. Based on the above analysis, the paper proposed relevant policy recommendations from the term of infrastructure, administrative costs, agriculture, science, education and social security. |
