城镇污水处理厂清洁生产评价体系的构建与应用

摘 要: | 针对节能减排的要求,构建污水处理厂清洁生产评价体系。该体系由反映污水处理厂节能减排状况的定量指标和反映技术设备先进水平与环境管理状况的定性指标组成。定量指标包括4个一级指标,即能耗物耗指标、污染物产生指标、效率效益指标和综合利用指标;定性指标从3个方面考虑,共设立了12个二级指标。通过调研、专家咨询等方法给出每个指标的基准值和权重。将该指标体系应用于2座污水处理厂的评价,结果表明:该体系适用于污水处理厂的评估,通过该评价体系可以很好地反映出污水处理厂实施清洁生产的状况和清洁生产程度。 |

Abstract: | In view of energy conservation and emission reduction of wastewater treatment plants, a clean production evaluation index system was set up. The evaluation index system consists of quantitative and qualitative indicators quantitative indicators reflect the achievement of energy saving and emission reduction, qualitative indicators indicate the level of the equipment and technique and environmental management conditions. Quantitative indicators are made up with four first grade assessment indicators, including material consumption and energy consumption index, pollutant production index, efficiency and benefit index, comprehensive utilization index. Qualitative indicators, which include twelve secondary indexes considering three aspects effected. The weight and benchmark for each index are given by literature, on-the-spot investigation and consulting of specialists. We evaluated two wastewater treatment plants with the system, and the results showed that the system can be used in the practice of the evaluation of wastewater treatment plants. This system can well reflect the level and status of implementation of clean production in wastewater treatment plants. |
