我国东中西部地区R&D经费投入与专利申请的比较研究

摘 要: 专利申请量代表着一个地区乃至国家的科技成果产出实力,是衡量其创新能力的重要指标。通过对1998年至2012年我国东中西部地区的R&D投入和专利申请进行统计分析,构建了东中西部地区R&D投入和专利申请之间关系的回归方程,进而对各个回归方程进行比较分析。研究结果表明:我国东中西部各地区的专利申请量都随着R&D经费投入的增加而线性增长,东部地区最为明显,其次为西部地区,最后为中部地区。这表明R&D投入是影响专利产出的重要因素,此外还受科技政策等因素的影响,导致我国科技发展水平不均衡。最后,基于当前我国不同地区科技的发展水平,为促进我国科技政策的有效实施以及专利申请量的提高提出了相关政策建议。

Title: Comparative study on the relationship between R&D input and patent application in east, central and west of China

Abstract: Patent application is an important indicator to weigh the comprehensive strength of a country or region. Based on the statistical analysis of R&D input and patent application in east central and west of China in 1998-2012, we establish a regression equation for relationship between R&D input and patent application in east central and west of China. Through a comparative analysis of each regression equation, the results indicate that with the increasing of R&D funds, the amount of patent applications in various regions of our country increases linearly, among of which the eastern region is the most obvious, the second is the western region and the last is the central region, suggesting that R&D investment is an important factor to affect the patent output, it is also affected by the impact of other factors, such as science and technology policy, which leads to the level of technological development is not balanced. Finally, combined with the actual situation of China’s science and technology development, we put forward policy recommendations for the coordinated development of China’s science and technology.
