基于EI的水系规划研究 ——以花垣县为例

摘 要: 城市洪涝灾害、水生态环境恶化等问题使城市水安全问题尤为突出。在水系规划设计中,以自然和人工景观作为生态基础设施(ecological infrastructure,EI)的核心规划设计理念符合水生态文明建设要求,有利于城市可持续发展。本文基于EI理念,采用以“问题-方法”为导向的思维模式,针对湖南省湘西州花垣县水系的水安全、水污染、水生态问题,通过地理信息系统(geographic information system,GIS)叠加分析、功能定位和景观设计,分别从宏观、中观和微观三个层面提出相应的解决办法,旨在建立一种可持续发展、功能明确、人水和谐的生态水系综合规划体系,从而为其他城市同性质的水系规划问题提供参考。

Title: Water system planning's research based on EI: a case study of Huayuan county

Abstract: Problems such as urban flood disasters and deterioration of water ecological environment have made urban water safety problems particularly prominent. In the planning and design of water system, the core planning design concept of natural and artificial landscape as ecological infrastructure (EI) meets the requirements of water ecological civilization construction, and it is conducive to urban sustainable development. Based on the concept of EI, the “problem-method”-oriented thinking mode is adopted to address the water security, water pollution and water ecology problems of the Huayuan county water system in Xiangxi prefecture, Hunan province, through geographic information system (GIS) overlay analysis, functional positioning and landscape design. The corresponding solutions are proposed from the macro, meso and micro levels, aiming at establishing an integrated eco-system planning system with sustainable development, clear functions and harmonious human, so as to provide reference for other cities with the same water system planning problems.
