通用航空安全评价指标体系研究

摘 要: 从人为因素的角度出发,分析人为因素中对通用航空安全有影响的因素,从而有效预防通用航空事故的发生,提高通用航空安全。在讨论人为因素的基础上,综合考虑人、硬件、环境、软件等各种因素,并在SHEL模型的基础上,分析人为因素对航空安全的影响。建立综合评价体系,列出影响通用航空安全的一级和二级指标。运用层次分析法(analytic hierarchy process,AHP)-熵值法组合赋权确定权重,主观、客观相结合更具说服力,并以此建立模糊综合评价模型。最后结合中国近年通用航空事故分析,进行模糊评价。根据最大隶属度原则得出影响通用航空安全的主要人为因素综合评价等级,并提出相应的具体建议及措施。

Abstract: Starting from the perspective of human factors, the factors affecting general aviation safety among human factors are analyzed, so as to effectively prevent the occurrence of general aviation accidents and to improve general aviation safety. On the basis of discussing human factors, various factors are comprehensively considered such as human, hardware, environment and software. And the influence of human factors on aviation safety is analyzed based on SHEL model. A comprehensive evaluation system is established, which lists the primary and secondary indicators that affect general aviation safety. The analytic hierarchy process (AHP)-entropy method is used to determine the weights by combining weights. The combination of subjective weight and objective weight is more convincing, and a fuzzy comprehensive evaluation model is established. Finally, combined with the analysis of China’s general aviation accidents in recent years, the fuzzy evaluation is carried out. According to the maximum membership degree principle, the comprehensive evaluation level of main human factors affecting general aviation safety is obtained, and the corresponding specific recommendations and measures are proposed.
