华中地区环境效率及其收敛性分析

摘 要: 基于元前沿、群体前沿的数据包络分析(data envelopment analysis,DEA)模型测定华中地区2000年至2019年的环境效率趋势和增长,并对此进行收敛性分析并确定环境效率的收敛速度。根据元前沿和群前沿非参数检验得到概率,以华中地区河南、湖北和湖南3个省的环境效率值作为对象进行统计分析,在元边界下湖北省和湖南省存在一定趋同趋势且较为稳定,河南省波动较为明显,环境效率均有效;群边界下河南省、湖北省和湖南省的环境效率在2015年至2019存在趋同趋势。在IPS检验中,湖南省的收敛系数最高。绝对β收敛研究表明,在整个地区中,初始环境效率低的省之间存在“追赶”的趋势。引入贸易、竞争对手、绿色技术、人力资本、工业化、城市化变量研究条件β收敛,环境效率在3个省中都是显著的。环境效率的测度对于新时代生态文明的建设具有重大意义。

Abstract: Based on the data envelopment analysis (DEA) model of meta-frontier and group frontier, the trend and growth of environmental efficiency in Central China from 2000 to 2019 were determined, and the convergence analysis was carried out to determine the convergence rate of environmental efficiency. According to the probability obtained by the non-parametric test of the meta frontier and the cluster frontier, the environmental efficiency values of Henan, Hubei and Hunan provinces in Central China were taken as the objects for statistical analysis. Under the meta-boundary, Hubei and Hunan provinces had a certain convergence trend and were relatively stable, Henan province fluctuated more obviously, and the environmental efficiency was all effective. The environmental efficiency of Henan, Hubei and Hunan provinces under the group boundary had a trend of convergence from 2015 to 2019. In the IPS test, Hunan province had the highest convergence coefficient. Absolute β convergence studies showed a tendency to “catch up” between initially environmentally inefficient provinces across the region. Introducing the variables of trade, competitors, green technology, human capital, industrialization, and urbanization to study condition β convergence and environmental efficiency was significant in all three provinces. The measurement of environmental efficiency is of great significance to the construction of ecological civilization in the new era.
